UPSC -GS Paper 2 – Syllabus wise detailed book list and Sources.

LakshmiKant is not enough for mains. There are some static points for Governance syllabus and you can just put these points when asked (Eg: NGO, SHG etc….) with examples. You need to know the background of International organizations and relation between India and some major countries to write a diverse answer for paper 2.


  1. Indian Constitution- historical underpinnings, evolution, features, amendments, significant provisions and basic structure  – Lakshmikant
    • Functions and responsibilities of the Union and the States, issues and challenges pertaining to the federal structure, devolution of powers and finances up to local levels and challenges therein – Arihant GS2 manual or Civil services India Website notes
    • Separation of powers between various organs dispute redressal mechanisms and institutions – Arihant GS2 manual or Civil services India Website notes
    • Comparison of the Indian constitutional scheme with that of other countries – Use Vision IAS pdf for this or Shankar IAS book or any other institute material is enough and follow current affairs. Like Recent Nepal and Sri Lanka constitution.
    • Parliament and State Legislatures – structure, functioning, the conduct of business, powers & privileges and  issues arising out of these – Laksmikant
    • Structure, organization and functioning of the Executive and the Judiciary Ministries and Departments  of the Government; – Laksmikant

• pressure groups and formal/informal associations and their role in the Polity –  Laksmikant and  Governance by Ganesha Subramaniam

• Salient features of the Representation of People’s Act – Civil services India Website notes and Recent developments of Election commission and any news about the voting system and Election commission.
• Appointment to various Constitutional posts, powers, functions and responsibilities of various  Constitutional Bodies – Laksmikant and Current Affairs
• Statutory, regulatory and various quasi-judicial bodies – Laksmikant and Current Affairs


  • Government policies and interventions for development in various sectors and issues arising out of their design and implementation – Current Affairs.
  • Development processes and the development industry- the role of NGOs, SHGs, various groups and associations, donors, charities, institutional and other stakeholders  – Governance by Ganesha Subramaniam  and Collect examples for NGO’s,SHG’s etc.. in various field to enrich your answer + Current Affairs.
  • Welfare schemes for vulnerable sections of the population by the Centre and States and the performance of these schemes; mechanisms, laws, institutions and Bodies constituted for the protection and betterment of these vulnerable sections – Current Affairs and Any institutes Scheme pdf.(IAS parliament by Shankar is also good)
  • Issues relating to development and management of Social Sector/Services relating to Health, Education, Human Resources – Shankar Ganesh economics or Ramesh singh economics basics +current affairs.

3.India and its neighbourhood- relations.
• Bilateral, regional and global groupings and agreements involving India and/or affecting India’s interests  – You need to know basics of all grouping where India is a part especially grouping in Current affairs – Buy any institute’s International relation book or Arihant GS2 manual or Search on your own in Wikipedia.
• Effect of policies and politics of developed and developing countries on India’s interests, Indian diaspora – Current Affairs and  Arihant GS2 manual
• Important International institutions, agencies and fora- their structure, mandate – Buy any institute’s International relation book or Arihant GS2 manual or Search on your own in wikipedia.



  • Always go by static to the dynamic approach. Many including myself did the mistake of reading static portion like Governance and polity via just current affairs. Beleive is not enough. There are some static parts like NGO,SHG, Dispute resolution mechanism where content is same and you can just go through these static books and just collect examples and write these answers quickly using keywords from the book. This will save you more time which can be spent on the analytical part of the GS2 paper.
  • Write case name –collect most important case names from current affairs (everybody writes keshavananda bharathi and menaka gandhi) – differ from others – give evaluator some surprises. ,Write article number in polity questions.
  • Write many examples for – NGO,SHG,e-governance question to differ from others -because everybody will write this question alike. Put atleast a diagram in each question.
  • Write easy question first with good examples and format. Only good marks in easy question will make you sail through rather than average marks of tough questions.
